Abstract
    Characteristic of many international river issues are upstream-downstream power asymmetries. Policies aiming at the solution of upstream-downstream problems usually result from a joint decision making process characterized by conflict and cooperation. Questions are: How does decisionmaking on international river issues develop? How can this development be explained? Which strategies can be used to contribute to the solution of upstream-downstream problems in international river basins?
