Abstract
    The Dutch government wants to have a computer model that calculates the annual probability of flooding the area around the Eastern-Scheldt. This model should also be able to determine the impact of maintenance and control management of the Eastern-Scheldt storm-surge barrier and dikes surrounding the basin. In this paper an approach is presented to obtain a model of this so-called safety management system using the design tool IDEF0. The model consists of a deterministic description of the system and will be translated into annual probabilities using Monte Carlo (MC) simulation.
