Abstract
    This paper discusses the water fluctuation characteristics in the 1st chamber when the 2nd lock head is operating as the first step under the four-step operating mode, expatiates the forming principles of the fluctuation analyzes the impact on the fluctuation in the 1st chamber, puts forward the valve opening mode satisfying the safety demands when the vessels berthing in the 1st chamber, and verifies the berthing condition in the 1st chamber by the full scale ship tests.
    The facts show that during the completion stage of Three Gorges ship lock under the four-step operating mode, the way dispatching the vessels from dolphins to the 1st chamber can increase the lockage number about three per day, or the traffic capacity about 6-7 million tons per year.
