| Abstract |
The Global Temperature Salinity Profile Programme (GTSPP) is a joint World MeteorologicalOrganization (WMO), and Intergovernmental Oceanographic Commission (IOC) programme.Functionally, GTSPP reports to the Joint Commission on Oceanography and Marine Meteorology(JCOMM), a body jointly sponsored by WMO and IOC and to the IOC Intergovernmental OceanographicData and information Exchange, IODE.Development of the GTSPP (then called the Global Temperature-Salinity Pilot Project) began in 1989.The short-term goal of the GTSPP was to respond to the needs of the Tropical Ocean and GlobalAtmosphere (TOGA) Experiment and the World Ocean Circulation Experiment (WOCE) for temperatureand salinity data. The longer term goal was to develop and implement an end to end data managementsystem for temperature and salinity data, which could serve as a model for future oceanographic datamanagement systems.GTSPP went into operation in November 1990. The first version of the GTSPP Project Plan waspublished the same year. Since that time, there have been many developments and some changes indirection including a decision by IOC/WMO to end the pilot phase and implement GTSPP as a permanentprogramme. Member states of IOC and WMO decided it was time to publish an updated version of theprogramme plan. This was done in 1998.Once more, the evolution of the global observing systems, and needs of participants necessitate aredrafting of the project plan. GTSPP is now a part of the Global Ocean Observing System (GOOS) andneeds to reorient its operations to fit. Likewise, participants have expressed the desire of having a projectplan that was better suited to garnering support from their national funding agencies. |
