Abstract
    The North Sea is an international sea; its physical and biological features are not bound by national jurisdiction. The North Sea's ecosystem is under pressure from threats like pollution and overfishing. Threats to the North Sea also have an international dimension, originating from various countries, affecting various countries. An international approach is necessary to complement, but not to replace effective measures on the various national levels. Belgium has several options for effective measures on a national level. Belgium is also in a position to take important initiatives on the international level, both as the future chair of the Eurpean Council of Ministers and as participant in the second International North Sea Conference in London in 1987. International efforts will only have credibilaty when accompanied by effective national efforts.
