Abstract
    In Belgium in 1866 all regulations of the fishery in the North Sea were abolished. However, from 1860 on there had been discussion on this matter. The Belgian businessman Pierre Bortier (1805-1879) was the important advocate in favour of a regulation. He wanted the government to take measures on three points in order to protect the fish. In 1860 and in 1865 governmental committees were installed to question the matter, but no regulation for fishery was accepted.
