Abstract
    This chapter will briefly review the value issues relating to the ICZM and biodiversity conservation policies reviewed in the previous chapter with particular emphasis on:a) The value discourse techniques they involve;b) The value conflicts they lead to;c) Their tendency to fail to achieve their desired outcomes through an emphasis on such outcomes rather than the policy process.
