Abstract
    Aquaculture has been the world's fastest growing source of food, with fin fish and shellfish production expanding by an average compound rate of growth of 10.9%. This is a rate of growth faster than that of terrestrial meat production. The paper describes policies that can promote aquaculture. The focus is on commercial (for profit) aquaculture, but subsistence aquaculture is indirectly included on the assumption that the two systems are complementary, rather than mutually exclusive.
