Certain events of recent years indicate that the question of territorial sea limits in relation to fishing are likely to be of increasing importance in future as competition between nations for the fish resources of the Atlantic intensify under pressure of finding food for growing populations. This article is, therefore, included in this work on the Atlantic Ocean Fisheries in order to give readers fundamental historical background. The writer's brief was to present without partisanship a plain, factual, historical survey of the growth in the past of the practice of observing territorial limits and thereby show how the practical need for a common standard in the interests of international commerce and amity did produce a code of practice which was largely observed. Any future efforts to vary, even under the claimed new conditions of today, that standard of practice must start from a recognition of its value and importance and the need for international agreement if harmony and peace are to prevail. |
