| Abstract |
The high sea is accused of all the problems affecting the marine environment. It is both a trial well founded taking in account the damages, but unfair in the way it is conducted. It should be the moment to reinsist on the States responsabilities in the management of their flag instead of imaginating a new international regime which would not solve the issues of the protection of the environment and the marine resources. |
