Abstract
    The United Nations Convention on the Law of the Sea, signed in 1982, is based on the idea that the problems of ocean space are closely interrelated and need to be considered as a whole. The implementation of the Convention remains, however, largely fragmented. Before to answer the question "what content for an implementing agreement for the conservation of biodiversity in the high seas?", we have to answer two preliminary questions:-Why to apply an integrated approach to the conservation of biodiversity in the high seas?-What scope to give to such an agreement? Do we need to limit it to the protection of biodiversity or do we need, also, to envisage the matter of the sustainable exploitation of genetic resources in the high seas?
