Definition of Barcelona Convention:
The "Barcelona Convention" is a regional convention to prevent and abate pollution from ships, aircraft and land-based sources in the Mediterranean Sea. This includes, but is not limited to, dumping, run-off and discharges. The Convention (Convention for the Protection Of The Mediterranean Sea Against Pollution) was originally signed on the 16th February 1976 and came into force on the 12th February 1978. It was revised in Barcelona, Spain, on 10 June 1995 as the (Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean). It is a regional convention of the United Nations Environment Programme.
This is the common definition for Barcelona Convention, other definitions can be discussed in the article

See also the Mediterranean Action Plan (MAP)

The main objective of the MAP was to assist the Mediterranean countries addressing the issues associated with the Barcelona Convention. Although the initial focus of the MAP was on marine pollution control, socio-economic trends, combined with inadequate development planning and management were at the root of most environmental problems. As a result the focus of MAP gradually shifted to include integrated coastal zone planning and management as the key tool through which solutions are being sought. See the web site
