Definition of Blubber:
An insulating layer of fat between skin and muscle layer in aquatic mammals such as whales and seals.[1]
This is the common definition for Blubber, other definitions can be discussed in the article

Notes

Harmful organochlorines usually acumulate in the blubber. During periods of famine these organoclorines can be remobilized and cause toxification.
