Abstract:
Black Sea Basin Directorate (BSBD) is based in Varna. It is a regional subdivision of the Ministry of Environment and Water (MOEW). It was created in December 2002 in conformity with the requirements of Water Frame Directive 60/2000 and the national legislation concerning water management. The Basin covers 21200 square kilometers territory and 8500 square kilometers aquatory as well as 27600 square kilometers with the 12 mile zone of the Black Sea. It is approximately 19% of the country's territory and 100% of the territorial sea . The length of the sea coastline is 378 kilometers. The BSBD territory includes 49 municipalities from 8 administrative regions of the Eastern Bulgaria including Varna, Dobrich, Burgas, Shumen and Targovishte, small parts of Yambol, Sliven and Razgrad regions as well, with population around 1 386 000 .

The main Rivers flowing into the Black sea are 18 rivers, which are differentiated in three basins: Dobrudzha Black Sea Basin, South Black Sea Basin and Kamchia Basin covering 12 262 square kilometers territory. The lagers lakes are 9, and they are of lagoon and firth type. The largest lakes are 7 (Ticha, Kamchia, Saedinenie, Georgi Traykov, Poroy, Aheloy and Yasna polyana) with total utility volume of 1 million km3.

The Black sea basin region is rich in underground waters. 17 regions in the Black sea have already been specified for present or long-term water utilization - with an area of 535 km2 or 35% of the coastal waters area and 7 zones of sanitary supervision with area of 983 km2 or 65 % of the total area. That prevents from epidemic crisis and pollution with dangerous and harmful substances. The main functions of exclusively basin Directorate are : the planning, controlling, informing and managing of state water sources, as well as preparation of Black sea river basin management plan and programmes of measures for implementation of it .
