Abstract
    This article outlines some current strains in the international oceans governance debate especially related to the need for "new oceans management approaches", and proposes a way of thinking about cooperative governance that might more clearly integrate the roles of all oceans users in a more inclusive vision than current rhetoric might sometimes imply. Such an approach is essential if incentives for both strong sectoral and integrated (intersectoral) governance from all oceans users are to become more aligned, and the debate on marine protection and oceans health more coherent across communities of interest.
